Government will legislate when parliamentary time allows, and is working with industry during 2026 to agree pack content that can be supplied voluntarily right now.

Binding contractsCommitment moves earlier in the transaction
The point at which a deal becomes binding will shift earlier, so neither side can walk away months in without a legitimate reason. This year the focus is preparedness and voluntary reservation agreements; a penalty fee structure will be defined with industry in 2027 to 2028.

Digital logbooksDigital property logbooks and packs become standard
Government will legislate to make digital property logbooks and sales packs a requirement for all property transactions, so trusted information can be shared securely between professionals and viewed by buyers and sellers in real time. Logbooks and packs become a requirement of government homeownership schemes from 2027.

Agent standardsA Code of Practice, then mandatory qualifications
A non-statutory Code of Practice setting minimum standards for property agents lands in 2026, with a consultation on mandatory qualifications for estate and letting agents in 2027 and legislation to follow if needed. An advisory Charter on professional behaviour comes alongside it.

DigitalisationDigital ID, e-signatures and AI-assisted conveyancing
Government is backing certified digital identity services, Qualified Electronic Signatures and AI-assisted conveyancing to strip out duplicated anti-money-laundering checks and reduce fraud risk. Conveyancing is the first focus of the AI Growth Lab, launched 8 June 2026.
On HausMart: Accounts are verified at sign-up and contact details stay private until both sides match, so identity is established once instead of passport scans doing the rounds.
Property dataLand Registry and local authority data opened up
HM Land Registry's API services are being modernised for near-instant data sharing, £1.4 million is committed to improving building control and highways data with local authorities, the Local Land Charges programme completes by 2028, and a call for evidence on a property smart data scheme is published this year.
